Unsere urbanen Räume stehen am Wendepunkt: Klimakrise, Hitzestress, Starkregen und soziale Fragmentierung fordern neue Lösungen. Hier setzt unser innovatives, von der EU im LIFE-Programm gefördertes Projekt IMPAQT (Implementing Advanced Quartier Transformation) an. In einem interdisziplinären Konsortium aus Forschung, Verwaltung, Stadt- und Mobilitätsplanung sowie Zivilgesellschaft setzen wir erste Schritte für die Stadt von morgen.
Grätzeltransformer: Quartiere als Kraftwerke des Wandels
Im Mittelpunkt steht der Grätzeltransformer – dieses innovative Modell gestaltet Quartiere zukunftsfähig. Denn, statt isolierte Einzelmaßnahmen denken wir einen ganzen Stadtteil neu: grün-blaue Infrastrukturen, nachhaltige Mobilität, soziale Innovation und smarte Technologien gehen Hand in Hand. Dafür werden in Berlin, Charlottenburg-Wilmersdorf und der Stadt Melk Reallabore eingerichtet, um Klimaanpassung sichtbar, spürbar und messbar zu machen. Die Wirkung von neuen Bäumen, offenen Böden, urbanen Wasserspeichern, verbesserter Aufenthaltsqualität, aktiver Mobilität, Entsiegelung und partizipativen Prozessen wird von digitalen Monitoring-Tools begleitet.
Wirkungsbasierte Finanzierung: Impact Bonds & Blended Finance
Ein weiterer Meilenstein ist die Einführung wirkungsbasierter Finanzierungsmodelle, bekannt als Impact Bonds. Blended Finance löst klassische Förderlogik ab: Private und öffentliche Mittel werden so kombiniert, dass sie gezielt dort wirken, wo der Nutzen für Gesellschaft, Umwelt und Wirtschaft am größten ist.
Das Projekt ist europaweit eines der ersten, das Klimaanpassung auf Quartiersebene mit solchen innovativen Finanzierungsmechanismen verknüpft. Das erhöht die Skalierbarkeit und dabei auch die Investitionssicherheit für Folgeprojekte, was wiederum nachhaltige Stadtentwicklung fördert und attraktiver macht.
impaQt zeigt, wie Nachhaltigkeit, Klimaanpassung und gesellschaftlicher Zusammenhalt wirksam umgesetzt werden können. Für resilientere Städte und mehr Lebensqualität in einer sich wandelnden Welt arbeiten Forschung, Verwaltung, Zivilgesellschaft und Wirtschaft zusammen.
Interdisziplinär. International. Integriert.
Wir sind Teil eines interdisziplinären Projektteams aus Forschung, Verwaltung, Zivilgesellschaft und Wirtschaft. Gemeinsam mit den Menschen vor Ort arbeiten wir als Team gemeinsam an Strategien und Lösungen für eine wirkungsbasierte Neugestaltung der beiden Orte und lernen voneinander – von Berlin bis Melk.
Die Projektarbeit ist von einem klaren Wertekompass geleitet:
- Transparenz und Teilhabe – Entscheidungen werden gemeinsam getroffen.
- Gerechtigkeit und Diversität – unterschiedliche Perspektiven werden gehört und integriert.
- Zukunftsorientierung – in Szenarien denken, um langfristige Lösungen zu entwickeln.
Die gemeinsam entwickelten Tools, Modelle und Governance-Strukturen sind skalierbar und damit übertragbar auf andere Städte und Gemeinden und können nach unserem Projekt entsprechend genutzt werden.
IMPAQT ist damit gleichzeitig ein europäisches Lernlabor für resiliente Quartiere.

Innovative Strategies for Future-Proof Neighbourhoods
Our urban spaces are at a turning point: the climate crisis, heat stress, heavy rainfall, and social fragmentation require new solutions. This is where our innovative IMPAQT (Implementing Advanced Neighborhood Transformation) project, funded by the EU’s LIFE program, comes in. In an interdisciplinary consortium of research, administration, urban and mobility planning, and civil society, we are taking the first steps toward the city of tomorrow.
Grätzeltransformer: Neighbourhoods as Engines of Transformation
The focus is on the Grätzeltransformer (Neighborhood Transformer) – this innovative model is shaping neighborhoods for the future. Instead of isolated individual measures, we are rethinking entire neighborhoods: green-blue infrastructures, sustainable mobility, social innovation, and smart technologies go hand in hand. To this end, real-world laboratories are being set up in Berlin, Charlottenburg-Wilmersdorf, and the city of Melk to make climate adaptation visible, tangible, and measurable. The impact of new trees, open soils, urban water reservoirs, improved quality of life, active mobility, unsealing, and participatory processes is monitored by digital monitoring tools.
Impact-Driven Financing: Impact Bonds & Blended Finance
Another milestone is the introduction of impact-based financing models, known as impact bonds. Blended finance replaces traditional funding logic: private and public funds are combined to target the greatest benefits for society, the environment, and the economy.
The project is one of the first in Europe to combine climate adaptation at the neighborhood level with such innovative financing mechanisms. This increases scalability and investment security for follow-up projects, which in turn promotes sustainable urban development and makes it even more attractive.
impaQt demonstrates how sustainability, climate adaptation, and social cohesion can be effectively implemented. Research, administration, civil society, and business are working together for more resilient cities and a better quality of life in a changing world.

We are part of an interdisciplinary project team from research, administration, civil society, and business. Together with the local people, we are working as a team on strategies and solutions for an impact-based redesign of the two places and learning from each other – from Berlin to Melk. The project work is guided by a clear compass of values:
- Transparency and participation – decisions are made together.
- Equity and diversity – different perspectives are heard and integrated.
- Future orientation – thinking in scenarios to develop long-term solutions.
The jointly developed tools, models, and governance structures are scalable and thus transferable to other cities and municipalities and can be used accordingly after our project.
IMPAQT is thus also a European learning laboratory for resilient neighborhoods.
